Apple may have suspected that with the iPad mini on the market, the third generation iPad sales would have been cannibalized. One way to avoid that is by upping the specs of the full size iPad in order to better differentiate it. With a better FaceTime camera, faster wifi network, expanded LTE market support and the A6X ship, they do exactly that.
